I would like to add that Islam was created long before nation-states became common. It was designed as a nation-state, complete with a legal system and foreign policy. Many are much more loyal to this than to any government that had come along long after. It will be a very large and difficult task to change this. After all, one of the causes of the U.S. Civil war was loyalty to the state over the federal government. Good article.
